Adjournment Motion


The purpose of the adjournment motion, which must receive the support of 50 members to be accepted, is to call the House’s attention to a specific issue of urgent public significance. It might be considered one of the crucial tools used in legislative processes. In other words, the adjournment motion is an extraordinary procedure that, if approved, results in the suspension of the House’s regular business in order to consider a specific issue of critical public significance.

What is a motion for adjournment?

  • An adjournment motion’s principal goal is to bring the House’s attention to a recent issue of urgent public interest that could have serious repercussions and for which a motion or resolution with adequate notice would be out of the question.
  • The proposed problem must be a significant one that concerns the entire nation and its security, and the House is compelled to pay prompt attention by stopping its regular activity.
  • The motion’s topic must be related, either directly or indirectly, to the Union Government‘s actions or failure to act.
  • It must specifically identify where the Indian government has fallen short in carrying out its obligations in line with the law and constitutional requirements.
  • A matter that falls under the purview of a State Government is not admissible, but one that is connected to constitutional changes in that State or atrocities committed against Scheduled Castes, Scheduled Tribes, and other vulnerable groups that bring the Union Government into the picture may be given merit-based consideration for admission.
  • The Chair has complete authority over whether to refuse consent, and as a result, is not required to provide any explanations.

Method of Notice

  • The Parliamentary Notice Office should receive all copies of the notice.
  • A member may only deliver one notification to each person seated.
  • If more than one member signs a notice, only the first signature is considered to have delivered the notice.
  • The relative priority of all notices received on the same issue for the sitting for which they are valid is decided by vote.
  • Every notification must be made in writing.
  • Adjournment motions are typically not discussed the day before the President’s address. Received notices for that day are considered notices for the following sitting.
  • To be admitted, it needs the backing of 50 members.
  • In Lok Sabha Before granting or withholding consent, the Speaker may read the motion’s notice, hear a brief explanation of the facts from the Minister and/or the affected members, and then rule on the motion’s admissibility.

Time for Adjournment Motion Discussion

  • The motion is typically discussed at 16.00.
  • Unless the debate is over early, the permitted time for discussion is at least two and a half hours.
  • The Speaker cannot adjourn the House for the day while the motion is being debated since the House has the authority to decide whether to adjourn or not.
  • Additionally, notwithstanding a request to that effect, the Speaker is not permitted to move the voting until the following session. Before the House adjourns, the motion must be decided.

Limitations on the Motion for Adjournment

The following limitations apply to the ability to move a motion to adjourn the House’s business:

  1. It should bring up a topic that is concrete, factual, urgent, and of general interest.
  2. It shouldn’t deal with more than one subject.
  3. It shouldn’t be framed in generic terms and should be limited to a particular recent incidence.
  4. It shouldn’t give rise to any issues of privilege.
  5. It shouldn’t bring up a topic that has already been discussed within the same session.
  6. Any subject that the court is now adjudicating should not be discussed.
  7. It shouldn’t bring up any issues that could be brought up on a separate motion.

A request for adjournment includes a criticism of the government component. Rajya Sabha is hence prohibited from using this equipment. The House is automatically adjourned if a motion for adjournment is approved.
